Increasing civilian democratic control over armed forces, and efficient public administration in general, are the national priorities, in full agreement with the commitments as a NATO member and EU. In this context, improving the hrms of the Ministry of Civil Defense will acquire new meanings and will focus its efforts for political and military leaders of the army. The major objectives in this regard aims to design and implement a management system transparent, competitive and also improve the civilian personnel generated performance and its alignment to the standards of NATO member states and the European Union. However, it should be held under consideration the development of civilian personnel management policies, in all its coordinates (recruitment and selection, improved training, career development, individual performance appraisal and pay) by adapting the provisions of labor legislation in force in the national budget for the staff and the specific activity of the Ministry of Defense structures.
